Does the FDCPA cover me if I haven't received a letter from a creditor? Simply found them on a credit report?

I pulled a credit report and found listings for creditors I have never received letters from. Does the FDCPA cover me if I am the person initiating contact with a primary or secondary creditor? Can I simply send a debt validation letter to them and then proceed with investigation and still be covered by the statutes without having been contacted by them first? When does the process begin?
