When black person tells another he's "acting white"?

Usually is when they are being educated, talk professionally, and are very well mannered. Aren't they really insinuating that only white people can act like this and black people should not aspire to this? So according to these people if any black person wants to actually make something of themselves they are trying to be white? You can deny that this happens as you always do but it's the truth.
