What legislation had the Senate done to improve our election laws to erradicate vote buying & cheating?

We have been shouting to the whole world that PGMA cheated during the hello Garci scandal. Yet even the national senate and local official's election, and even the barangay election, the administration and opposition alike spent millions of money to buy votes just to be elected. Are the people rallying to unset the president blind of all these anomalous act? It is very sad that everyone seems to be calous already and those dominant figures playing as saints did not hit eye the root cause of these greed of POWER, MONEY and PRESTEGE. Even the religious are divided and misguided to discover the truth. Do we lack self incrimination and meditation?
