My friend needs major help with his financial problems.. i don't know what to do..?

my friend lives alone in an apartment... he barely makes enough at his job for it and now he is going to loans for help. he doesn't trust the banks cause he blames his mom for the government wanting money from him he thinks he doesn't need to do his taxes cause he says he isn't even getting money back from it... why is a 21 year old going through so much trouble. is there anywhere or anyplace he can get help with these issues?
