Oh my friggin god...lil bro!?

He will not go to bed! We have turned on every light upstairs but he is still afraid. He is kicking yeling and screaming! I am in the room right next to his and still he will not stay in his own friggin room! I am getting really pissed he is being a huge brat. Me and my older bro even tried locking him in the hall and we both went into his room wich didn't help aha...how can i get him to shut th eff up and go to bed??
