Pregnant teen Phoenix Arizona: what resources?

My 17 year old sister is 15 weeks pregnant. My mom can't help her she has no medical and hasn't even been to the doctor. They won't qualify for state insurance and baby Arizona is her last hope. What resources are out there for pregnant teens to have a healthy pregnancy? She was thinking abortion but it's a no go and adoption sounds good but she isn't set on it so can't get help through adoption agency and it's too early to force her to decide. What can we do? I'm going to take her to planned parenthood so she can get her pregnancy verified and get wic but what about the rest of her pregnancy?
