Do You observe weird looking people?

if you met someone who isn't attractive but is sort of weird looking as in walks weird and slouches, and say retarded things, would you keep staring and observe her/his behaviour? ... like for months and months.. kind of like they are slow-minded or socially retarded for whatever caused it. such as in the workplace
